The questions on voters’ ballots ⬇️
❌Question 1:“Delegation of appropriation power. Shall section 35 (1) of article IV of the constitution be created to provide that the legislature may not delegate its sole power to determine how moneys shall be appropriated?”
❌Question 2:“Allocation of federal moneys. Shall section 35 (2) of article IV of the constitution be created to prohibit the governor from allocating any federal moneys the governor accepts on behalf of the state without the approval of the legislature by joint resolution or as provided by legislative rule?”
What does a “Yes” vote or a “No” vote mean?
➕A “yes” vote supports amending the state constitution to require legislative approval via a joint resolution before the governor can expend federal money appropriated to the state.
➕A “no” vote opposes this amendment, thereby allowing the governor to accept and allocate federal funds without seeking legislative approval.
Stance: The Republican Women of South East Wisconsin supports these constitutional amendments and are urging voters to VOTE YES on both questions.
Who Supports these Amendments
To support voting “Yes” on the August 13th constitutional amendment questions, several organizations are advocating for these changes. These groups believe that the amendments will bring greater accountability and transparency to how federal funds are managed in Wisconsin:
- Wisconsin Institute for Law & Liberty (WILL) – They argue that the amendments will restore the legislative branch’s constitutional authority over spending and prevent the governor from making unilateral spending decisions with federal funds (Wisconsin Institute for Law & Liberty).
- Badger Institute – This think tank supports the amendments, emphasizing the need to rein in out-of-control federal spending and restore checks and balances in the government. They advocate for giving legislators a say in how federal grants are spent, ensuring more responsible and accountable governance (Badger Institute).
- Institute for Reforming Government (IRG) Action Fund – Partnering with WILL, IRG Action Fund is campaigning for the amendments, stating that they will prevent the governor from having unchecked power over billions of federal dollars, thus protecting taxpayers and ensuring legislative oversight (Wisconsin Institute for Law & Liberty).
These organizations believe that the proposed amendments will help maintain a balanced approach to government spending and enhance the accountability of elected officials to the people of Wisconsin.
